He graduated from the fruit and vegetable department of the Azerbaijan Agricultural Institute named after S.Agamali (1934). V.Tutayug defended her candidacy (1939), doctorate (1949) theses. She was elected a corresponding member (1958) and a full member (1969) of the AS of the Azerbaijan SSR.
V.Tutayug was the head of the Department of Botany (1939-1957), deputy director for scientific affairs (1954-1957) of the Azerbaijan Agricultural Institute named after S.Agamali. In 1957-1962, she worked as the director of the Institute of Botany of Azerbaijan Academy of Science (AAS) named after L.Komarov. In 1958-1974, she headed the laboratory at the Institute of Botany named after V.L.Komarov. In 1962-1980, she was the head of the Department of Botany and Breeding of Azerbaijan Agricultural Institute named after S.Agamali oglu.
The most productive time of Ms. Valida's scientific activity was during the period of leadership of AAS Botany Institute in 1957-1962. With the printing of the 7th and 8th volumes of "Azerbaijan flora", this publication was completed for 3 years. Together with other scientists, "Trees and shrubs of Azerbaijan" was published in two volumes. She was one of the authors of volumes 5 and 6 of the multi-volume "Dendrology of the Caucasus".
V.Tutayug was a scientist with multi-profile knowledge who had great merits in the history of the development of biological science. She laid the foundation of plant anatomy in Azerbaijan with her studies on anatomy. V.Tutayug's scientific activity develops mainly in two directions: a wide-profile morphologist and dendrologist is recognized as a specialist in the field of ornamental gardening and greening. Her monograph "Structure of multipetal flowers" (1960), which is the result of studies in the field of studying the normal and abnormal structure of the flower in various angiosperms, played an important role in clarifying a number of principal theoretical issues in the study of the origin of the flower. These studies have important practical significance as well as theoretical importance. Knowing the laws of formation of multipetals makes it possible to obtain new multipetal flower forms in breeding and sometimes in horticulture. The theoretical analysis of the research conducted in this field was reflected in the monographs "On the Origin of Angiosperms" (1965) and "Teratology of the Flower" (1969). Her textbooks "Plant Anatomy and Morphology" (1958; 1967), "Plant Anatomy and Physiology" (1960) are still used today.
During this period, she rendered a great service in enriching the collection of V.Tutayug Botanical Garden. The scientist is the author of 130 scientific works, including 4 textbooks and 6 monographs.
Under her leadership, more than 20 candidates of sciences and 3 doctors of sciences were trained.
V.Tutayug was repeatedly elected as a deputy of the Executive Committee of the Ganja and Baku City Councils, a representative of the 4 congresses of the Azerbaijan Communist Party(CP), and a member of the Central Committee of the Azerbaijan CP at the XXI and XXII congresses.
