An educational workshop on admission to doctoral studies, study abroad and international dual degree programs

An educational workshop for the heads of educational and international relations departments of scientific institutions and organizations of the Academy was held on November 29 in the Main building of ANAS.

The event was organized by the Head Office of Science and Education and International Relations Office of the Presidium of ANAS.

The workshop was opened by Fail Kazimov, head of the Head Office of Science and Education, PhD in Economics, who spoke on the decision of the Cabinet of Ministers of AR to amend the "Rules for the establishment of doctoral studies and admission to doctoral studies” dated November 13, 2019. He noted that, persons who earn a pass grade in a foreign language exam are allowed to pass the philosophy test. Those who have a valid foreign language certificate (IELTS, TOEFL, TestDaF, DELF, DALF) are exempt from the foreign language admission test.

According to F. Kazimov, results of exams in philosophy are evaluated as "acceptable" or "unacceptable", and only those who gain “acceptable" for the subject matter are allowed. According to the new rules, transfer of doctoral students from intamural studies into extramural studies and vice versa is carried out by the decision of the academic councils of the institutions and organizations in accordance with the charter governing the activities of these bodies.

He also touched upon the training of highly qualified scientific staff through the dissertation: “The right to obtain a doctorate in philosophy and sciences is occupied by the scientific and scientific-pedagogical cadres of higher education institutions, scientific institutions and organizations. Persons wishing to become a doctoral student require at least two years of scientific or pedagogical experience”, he noted.

F.Kazimov also brought to mind the rules of selection of citizens of the Republic of Azerbaijan, who will study at doctoral level in foreign universities, approved by the Cabinet of Ministers, funding their education, as well as implementation of international dual degree programs. He informed about those who are not eligible for the program, selection criteria, expenses of participants, paperwork and so on.

Later, F.Kazimov and head of the International Relations Office, PhD in Biology Associate Professor Esmira Alirzayeva responded questions of doctoral studies, dissertation, study abroad and international dual degree programs.

The meeting also attended by the deputy chief of the Main Department of Science and Education Office, PhD in technical sciences Assoc. Prof. Huseyn Huseynov and head Department of Doctoranture Doctor of Chemichal sciences Omar Gulalov.
