Azerbaijani scientists working at the Joint Institute for Nuclear Research presented their proposals for the development of science to the Presidium of ANAS

Azerbaijan National Academy of Sciences holds a special place and role in scientific relations with the Joint Institute for Nuclear Research (JNTİ) within international scientific cooperation. JNTI was established by government representatives of eleven founding states, including Azerbaijan, on the basis of the agreement signed on March 26, 1956 in Moscow and registered on February 1,1957. Currently, the number of members of this scientific organization consists of 18 states, including Azerbaijan. Since 1992, the Independent Republic of Azerbaijan has been admitted to the full member state, since the beginning of the 90s of the last century, on the initiative and with the direct support of the national leader of our people, Heydar Aliyev, scientific and technical cooperation with leading international structures, including the European Organization for Nuclear Research (CERN), has been particularly developed.

At present, a group of scientists representing various scientific and educational institutions of Azerbaijan is operating at JNTI. Along with conducting research in a number of areas considered priority, they also take an active part in the development of international relations of Azerbaijani science, closely monitor the social, cultural, scientific and scientific-organizational processes taking place in our country. Azerbaijani scientists working in this structure have prepared and submitted to the Presidium of ANAS proposals to strengthen mutual cooperation between scientific and higher educational institutions of the country and the JNTI, the development of science in general. Taking into account the importance of the development of international scientific cooperation in the Republic, we present these proposals to readers.

Proposals to strengthen mutual cooperation between scientific and higher educational institutions of the country and JNTI:

  1. Preparation and submission to the Authorized Representative of the Government of the Republic of Azerbaijan (ARGRA) of the problem-thematic plans of research works to be carried out at the Joint Nuclear Research Institute (Russian Federation, Dubna City) on international cooperation in accordance with the “National strategy on Sustainable Science Development of the Republic of Azerbaijan in 2022-2030”;
  2. Support the appointment of scientific leaders to the research plans in the relevant laboratories and centers at the JNTI for the implementation of these research plans;
  3. Development of control mechanism by the Authorized Representative of the Government of the Republic of Azerbaijan (ARGRA) for the implementation of scientific research works in accordance with the problem-thematic plans;
  4. Determination of the terms of business trips for the staff on the training of doctors of philosophy and sciences in accordance with the problem-thematic plan of scientific research;
  5. Development of a business trip mechanism for the implementation of short-term experiences from the institutes, higher educational institutions of the Azerbaijan National Academy of Sciences (ANAS) to the JNTİ;
  6. Support to the implementation of experimental practices by the Members of the Azerbaijan National Group (MANG) in a short period of time;
  7. Inclusion of the results of the research works carried out by MANG in the reports of the Division of Physical and Mathematical and Technical Sciences of ANAS;
  8. Creation of a single database reflecting the activities of the Members of the Azerbaijan National Group working in the JUNTİ and inclusion of the following information in that database:

* access to international summaries and indexing systems (“Arppeleb of Science”, “Scopus” and others) information on articles published in periodic scientific publications (indicating Impact Factor and Quartile coefficient (Q1-Q4):

* conference materials, theses, international and local conferences, scientific or scientific-technical seminars:

* information on foreign and domestic business trips in Russia:

* information on foreign and domestic projects and grants in which the employee is directly responsible or involved as an executive:

* information about awards or awards for research activities:

* information about H-reference index of employees (indicating total of references at the end of each year):

* consistent list of employees depending on long-term business trip period.

  1. Ensure free access of everyone to this database and include these indicators in annual reports;
  2. Involvement of young researchers (students, masters, doctoral students and dissertators) in the exchange of academic and scientific experience of the JNTİ and member states on the basis of cooperation agreements with universities and international organizations and creating effective conditions for their participation in various experiments in accordance with the research plans in the JNTİ laboratories;
  3. To increase the exchange of information between the Members of the Azerbaijan National Group working in JNTI and the researchers working in these institutions, Masters and bachelors studying in order to form comprehensive information about JNTI in the scientific and educational institutions of Azerbaijan and to prepare a special program in this direction;
  4. Implementation of seminars in scientific institutions and higher educational institutions of ANAS in order to create a complete idea of the scientific research works of the institute, its scientific directions and material and technical base of the laboratory (devices and devices), future plans;
  5. Conducting joint scientific research between the Members of the National Group of Azerbaijan working in the JNTİ and different institutes and laboratories of ANAS;
  6. Involvement of employees of the Institute of Mechanics-Mathematics and Information Technologies of ANAS in mathematical modeling and programming of experiments carried out at the JNTİ;
  7. Appointment of the second scientific leader on relevant specialties from the JNTİ in order to create conditions for doctoral and master's students of ANAS to be a participant of modern experiments and to publish their articles in high-rated journals;
  8. Organization of online lessons for Master's students of ANAS and involvement of highly qualified employees of the JNTİ in these lessons;
  9. Based on the fact that the staff working in the JNTİ and other scientific centers are more connected with modern scientific directions, creating favorable conditions for the promotion and development of these scientific directions in Azerbaijan;
  10. Replacement of scientific directions that have lost their perspective in our country and no longer have any application field with new scientific directions that meet the requirements of modern times and expanding the application area;
  11. Creating conditions for the close participation of Azerbaijani scientists in the mega-projects of the JNTİ and providing information on scientific innovations and new technologies obtained in the projects with their regular participation;
  12. Holding regular meetings with the Members of the Azerbaijan National Group operating in JNTİ, familiarizing the employees of the authorized representative of Azerbaijan with their scientific activity in JNTİ on the spot, assisting in solving organizational problems;
  13. Determination of the head of the National Group of Azerbaijan by election and granting certain powers to the head of the National Group on condition of agreement with the Authorized Representative of the Government of the Republic of Azerbaijan;
  14. Preparation and discussion of the annual report of the National Group (taking into account the support of the national group members) by the group leader;
  15. Establishment and development of close relations between the National Group of Azerbaijan and the Embassy of the Republic of Azerbaijan to the Russian Federation and existing Diaspora societies operating in Russia (in particular, Moscow and the suburbs of Moscow);
  16. Adaptation of issues related to the Authorized Representative of Azerbaijan in the JNTİ to the relevant regulatory and legal documents related to this organization, in particular to the charter;
  17. Strengthening the implementation of joint research works between the research institutes of ANAS and the JNTİ;
  18. Preparation of the mechanism for maintaining wages of long-term employees on a business trip to the JNTİ and their submission to the Government of the Republic of Azerbaijan;
  19. Establishment of an official office for the promotion of the JNTİ in ANAS, creation of an archive of letters and documents for years;
  20. Implementation of appropriate measures to simplify the defense process of the dissertation works carried out by the employees of the Azerbaijan National Group at the JNTİ.
